概要　Description

現代国際社会が直面するSDGsのグローバルな諸問題について、安全保障輸出管理、ビジネスと人権、AI、バイオテクノロジー、遺伝資源、宇宙開発、気候工学の国際ガバナンスなどの理工系大学院生に接点のある論点、科学技術と関わりのある論点を中心に国際公共政策の視点から理解を深める科目．

This course aims to deepen understanding of the global issues of the SDGs facing the modern international community from the perspective of international public policy, focusing on issues relevant to graduate students of science and engineering, such as security export control, business and human rights, AI, biotechnology, genetic resources, space development, and international governance of climate engineering, as well as issues related to science and technology.

目的　Objectives

SDGsに示されるように、現代国際社会はグローバルな諸課題に直面している．SDGsのようなグローバルな諸課題の解決には、世界各国による協力、企業やNGO、国際機関など多様な主体の参加が必要となります．本講義ではSDGsに示されるグローバルな諸問題について、社会科学分野を中心とした国際公共政策（地球規模の諸問題に対して，その解決や制御を試みるための処方箋）の視点から理解を深めていき、理工系人材の育成に貢献していきます．理工系大学院生に接点のある論点、科学技術と関わりのある論点をとりあげることで、SDGsの問題をより身近に捉えることができるように努めます．
　具体的には国際公共政策の視点、SDGsの特徴について概観した上で、安全保障輸出管理、ビジネスと人権、AI、バイオテクノロジー、遺伝資源、宇宙開発、気候工学の国際ガバナンスなどをとりあげる予定です．

As outlined in the SDGs, the international community today faces a variety of global challenges. Addressing these challenges requires cooperation among countries around the world and the participation of diverse actors, including corporations, NGOs, and international organizations. This course aims to deepen understanding of the global issues outlined in the SDGs from the perspective of international public policy (prescriptions for solving or controlling global problems), primarily in the social sciences, thereby contributing to the development of science and engineering talent. By addressing issues relevant to graduate students in science and engineering and those related to science and technology, we aim to help students understand the SDGs more personally. Specifically, after providing an overview of the international public policy perspective and the characteristics of the SDGs, we plan to cover topics such as security export control, business and human rights, AI, biotechnology, genetic resources, space development, and the international governance of climate engineering.

到達目標　Outcomes

・SDGsのグローバルな諸課題について、国際公共政策（地球規模の諸問題に対して，その解決や制御を試みるための処方箋）の視点から、どのような課題があり、どのような主体が関わっているのか、その国際的状況、国内の現状を理解できるようになる．
・安全保障輸出管理、ビジネスと人権、AI、バイオテクノロジー、遺伝資源、宇宙開発、気候工学の国際ガバナンスなどの理工系大学院生に接点のある論点、科学技術と関わりのある論点を学ぶことで、SDGsのグローバルな諸課題をより身近な問題として捉えられるようになる．

・Student will be able to understand the global issues of the SDGs from the perspective of international public policy (prescriptions for solving or controlling global problems), including what issues exist, which actors are involved, and the current international and domestic situation.
・By learning about issues relevant to graduate students of science and engineering, such as security export control, business and human rights, AI, biotechnology, genetic resources, space development, and international governance of climate engineering, as well as issues related to science and technology, you will be able to see the global issues of the SDGs as more familiar problems.

出席率70％以上が成績評価の対象となります。
講義への出席を前提として、試験またはレポート90％、授業態度10％で評価する。

On the basis of attendance, student will be graded on final tests or report results(90%) and class attitude(10%).
