概要　Description
•　本科目設置の狙い及び専攻の目的との連関性を踏まえ、サプライチェーンに関する経済規制・安全保障に関する専門的知識・実務等について学ぶとともに課題解決に向けた実践力を身につける。
<!--[if ppt]-->• 　米中摩擦やロシアのウクライナ侵攻、中東情勢なども踏まえて、経済安全保障に関する知見を学ぶ。
<!--[if ppt]-->• 　特に、重要経済安保情報、セキュリティ・クリアランス、レアアースやレアメタル・半導体等特定重要物資やバイオ、サイバーセキュリティ等特定重要技術に関する関係法制等について、また、直近の国際情勢を踏まえた最新の規制動向等を学ぶ。
・　企業が上記事項に関する課題に直面した場合の打開方法として、上記の知識を踏まえた対処方針策定・交渉技術等に関する知見を学ぶ。

- Based on the aim of establishing this subject and its linkage with the objectives of the major, students will learn about expert knowledge, practices, etc. concerning economic regulations and security related to supply chains and acquire practical skills for solving problems.
- Students will learn about knowledge on economic security, taking into account US-China friction, Russia's invasion of Ukraine and the situation in the Middle East.
- In particular, learn about important economic and security information, security clearances, relevant legislation on specified critical commodities such as rare earths, rare metals and semiconductors, and specified critical technologies such as biotechnology and cyber security, as well as the latest regulatory trends in light of the most recent international developments.
-The course also covers the latest regulatory trends based on the most recent international developments.
  • Based on the aim of establishing this course and its linkage with the objectives of the major, students will learn about specialized knowledge and practices related to social security, etc., and acquire practical skills for solving problems.
  • Students will learn knowledge on national security in light of the friction between the U.S. and China and Russia's invasion of Ukraine.
  • In learning about economic security aspects, we will consider the debate over semiconductors as an example.


目的　Objectives
・　本科目は、専門科目である。本専攻のディプロマ・ポリシー、カリキュラムポリシーとの関連性は『履修の手引き』を参照すること。
・　技術経営と本科目に関連する領域において、国際情勢等の急速な変化に敏速かつ革新的に対応するのに必要な知見を身につける。また、高い倫理観を持つ高度専門職業人として、科学技術と経営の実践的融合の経済規制・安全保障的側面を理解する。

  • This course is a specialized course and will develop knowledge of Diploma Policies 1-3.

  • Acquire CEO/COO-like, CTO-like, and other CXO/stakeholder-like knowledge in the education domain.

  • Understand the social security aspects of the practical integration of science, technology and management as a highly skilled professional with high ethical standards who responds promptly and innovatively to rapid changes in society (industry, etc.).

到達目標　Outcomes
・　サプライチェーンに関する経済規制・安全保障や、これらに関する今後の課題・動向について自社内等で説明できるようになる。
・　特に、重要経済安保情報、セキュリティ・クリアランス制度、特定重要物資、特定重要技術等の概念、それらを巡る関係法制等について、自らの言葉で説明できるようにするほか、最近の規制動向にも目配りできるようになる。
・　また、こうした説明とともに、上記概念に関する問題に直面した場合、どう打開していくことが社会的にも望ましいか等について、将来のCXOとして自分事として捉え、自ら検討し、解決策を導き出すことができるようになる。
・　本科目について定められている本専攻のカリキュラムポリシーに関連する教育領域（『履修の手引き』を参照）の知見を修得している。

・　 The students should be able to explain economic regulations and security related to supply chains, and future issues and trends in these areas within their company, etc.
・　In particular, they should be able to explain, in their own words, the concepts of critical economic and security information, security clearance systems, specified critical commodities, specified critical technologies, and related laws and regulations concerning them, as well as pay attention to recent regulatory trends.
・　In addition, as future CXOs, they should be able to consider how to solve problems related to the above-mentioned concepts and how it is desirable from a social perspective, and be able to derive solutions by considering such issues on their own.

準備学習・復習　Preparation and review

  • 各週回に資料がある場合は、1週間程度前に配信する。配信資料を手掛かりに広く議論できる準備を行うこと

    なお、ゲストスピーカーの資料は事前にアップすることができない場合がある。その際は、その方の経歴・実績や過去の論文、本などを予習の上、授業に臨むこと。

  • 必要に応じて、適時レポートを課し、授業復習に代わる学習と位置づける。授業において理解ができなかった部分は授業動画を視聴して復習すること。
  • 準備学習：事前配布資料等に基づく次回授業参加の準備、復習（毎週8時間程度）。

  • 　Students are expected to prepare for each class by reviewing materials based on the course materials which will be distributed about one week before each class.
  • 　Timely reports, if necessary, will be required and will be considered as a substitute for class review. Students are expected to review the material they did not understand in class by watching the video clips.
  • 　８ hours of study are required per credit.
成績評価方法　Performance grading policy
・　授業への貢献度（授業の概要、目的を踏まえ、また、これまでの講義の内容や自らが提出したレポートなどの内容を踏まえて、議論を発展させる質の良い発言や演習での取り組み姿勢等）4０％、レポート（全体で3回程度）４５％、最終個人発表　1５％の割合で評価を行う。
・　レポートのフィードバックは、授業中に取り上げることをもって行う。
・　成績評価は絶対評価とする。

第１週（１１月２２日）　サプライチェーンに関する経済規制・安全保障とは何か？（イントロダクション）

第２週（１１月２９日）　経済規制や経済安全保障法制の全体像や最近の進展等について深掘り。


第３週（１２月６日）　ゲスト・スピーカー講演・質疑：ベースメタル〜レアメタルを例に、サプライチェーン問題を概説。

第４週（１２月１３日）　ゲストスピーカー講演・質疑：最近の半導体関連のサプライチェーン問題を議論。

第５週（１２月２０日）　ゲストスピーカー講演・質疑：サプライチェーンに係る政治上・法制上の課題を探る。

　　　　（ゲスト：高市早苗　前・経済安全保障担当大臣）


第６週   自社が経済規制・安全保障に係る課題に直面した場合の打開策として、必要な交渉技術等を学ぶ。


第７週　第６回で学んだ交渉技術に関する知見等を踏まえて、グループ討論等により対処方針を策定し、発表。


第８週　自社経営における安全保障的観点での取締役会宛て報告案を各自発表、まとめの議論。


ゲストスピーカーは、「サプライチェーンに関わる経済規制・安全保障」の各テーマの実務に精通した方を外部から招へいする。なお、ゲストスピーカーの招聘については、変更あるいは招聘しない場合がある。

Week 1 (22 Nov) What is economic regulation and security with regard to supply chains?(Introduction)

Week 2 (29 Nov) In-depth look at the overall picture and recent developments in economic regulation and economic security legislation.
Week 3 (6 Dec) Guest speaker lecture and Q&A: Base metals - overview of supply chain issues, using rare metals as an example.

Week 4 (13 Dec) Guest speaker and Q&A: Discussion on recent semiconductor-related supply chain issues.

Week 5 (20 Dec) Guest speaker's speech and Q&A: Explore political and legislative issues related to supply chains.

　　　(Guest: Sanae Takaichi, former Minister of State for Economic Security)
Week 6 Learn necessary negotiation techniques, etc., as a way of overcoming challenges that your company may face in relation to economic regulation and security.
Week 7 Based on the knowledge of negotiation techniques, etc. learned in the 6th session, formulate a coping policy through group discussions, etc. and present it.
Week 8 Presentation of a draft report to the board of directors from the perspective of security in the company's management, followed by a summary discussion.

諏訪園貞明：　国家公務員等として中央省庁及び政府関係機関における勤務経験を活かし、経済分析・法制度・経済規制とはどのようなものか、これらに各企業はどのように向き合ったらよいかなどに関する講義を行う。


Sadaaki Suwazono: Lectures on what economic analysis, legal systems and economic regulations are and how each company should deal with them, based on his experience in based on his work experience as a national public servant at central ministries and government-related organizations.
